As part of the Recreation Place Relocation Plan, UMA Engineering Ltd. was retained in 2002 to develop a new master plan for Carrie Jane Gray Park (CJGP). The need to move user groups from Recreation Place to different park locations throughout the City created an overall need to develop new park areas (e.g. Nechako 4-Plex) and update plans for existing parks (e.g. Exhibition Park, Carrie Jane Gray Park). In consultation with the City and recreation user groups, UMA revisited the original 1998 Carrie Jane Gray Park Master Plan and developed a new plan which meets the existing needs of the user groups while also allowing for additional amenities to be developed at the site in the future.
As the main site for the relocation of Recreation Place user groups, there were several major issues that needed to be addressed during the initial stages of the planning process for CJGP. These issues included the relocation of the City's snow disposal facility from the park to another location, the need for a geotechnical review of the park area that had formerly been used as the snow disposal and garbage landfill, an examination of the YMCA expansion proposal, and consideration of the location and scale of development for a Senior Men's baseball facility. After extensive discussion, including consultation and decisions by Council regarding relocation of the snow disposal site and development of the Senior Men's baseball facility, all of these issues were considered and accommodated within the CJGP Master Plan.
