A subdivision creates new, titled parcels of land. Where a proposed subdivision meets the zoning regulations, an application for subdivision can be submitted to the City of Prince George’s Approving Officer. Prior to submitting an application, please contact the Planning and Development department to ensure the proposed subdivision complies with the existing Zoning Regulations. Costs and Contacts for a New Subdivision
Depending on the scope and complexity of the development, there are costs to consider when planning for a new subdivision including:
- Application Fees
- Servicing costs for connections or extensions of water, sanitary sewer and storm sewer, and off-site works requirements.
- Consulting fees (may include surveyors, professional engineers, and qualified environmental professionals).
- Legal and survey costs
- Parkland provision requirements
- Development Permit application fees
- Development cost charges
In addition, it is recommended these external agencies be contacted with any proposed new subdivision:
- Private and Public Utilities – BC Hydro, Fortis Gas, Telus, Shaw and Canada Post.
- Ministry of Transportation
- Ministry of Environment
- Northern Health Authority (for on-site septic and private water supply).
Apply for a Subdivision
These subdivision types will require an application:
- Adjusting or re-aligning an existing boundary between parcels although no new parcels are being created.
- Creating new lots from one or more parcels.
- Creating lots in a bare land strata development.
- Creating a phased strata development.
- Converting a Strata.
- Subdividing air space parcels.
An application for a new subdivision can be submitted to the City of Prince George’s Approving Officer.
Other Factors to Consider with a New Subdivision
The City of Prince George Development Services division can provide guidance on subdivision applications as well as with the related servicing, access, off-site works, and lot grading and drainage required with new subdivisions. Contact the Development Services division for additional information on soil removal and deposit permits, fill requests, civic addressing, or as-constructed record drawings.
Off-site Works
When creating a new subdivision or development, the Local Government Act permits the municipality to require certain offsite works based on different land designations.
The offsite works can include but are not limited to:
- Installing asphalt paving for the road network.
- Providing connectivity for pedestrians.
- Installing concrete curbs and gutters.
- Providing city standard street lighting and underground electric power.
- Extending water, sanitary sewer and storm sewer mains.
For different land designation categories, Table 1 of the Subdivision and Development Servicing Bylaw prescribes the required standards in the Downtown, Urban, Semi-Urban and Rural areas. Soil removal and deposit permits
The City of Prince George Soil Removal and Deposit Bylaw prescribes the removal or deposit of soil on a property. A property owner desiring to remove or deposit soil from their property must submit a Soil Removal or Deposit application to the Subdivision and Infrastructure division.
Prior to submitting an application, please contact Planning and Development to confirm the property is located within the designated area as shown in the Soil Removal and Deposit Bylaw.
A property owner may apply for either a short-term or long-term soil removal permit:
- A short term permit is valid for three (3) years. It is regulated by the property size and maximum quantity of material to be removed or deposited.
- A long term permit is valid over an indefinite period of time and allows for a greater amount of material to be removed from a larger parcel(s) of land. It is subject to yearly inspection reporting from a qualified professional.
Fill Requests
During the construction season, the City of Prince George may have excess material resulting from various projects throughout the City. Residents looking for material to complete landscaping work may submit a Land Fill Request application to the Subdivision and Infrastructure division. The property owner will be notified when material becomes available. Material may not be used to fill in drainage swales or open channel ditches, which are intended to manage stormwater runoff from City roads.
Access To Properties
The Subdivision and Infrastructure division reviews and approves applications for access to new driveways. In some cases, these access applications are reviewed in conjunction with a building permit.
To develop a new driveway or to widen an existing driveway, submit an Access Permit application to the Subdivision and Infrastructure division. The work to be completed may include a curb cut, new culvert installation, or extension to an existing culvert.
Please include the following when applying for an Access Permit:
- A completed application.
- A scaled plan, including:
- Existing and proposed access locations (with dimensions from property lines).
- All existing and proposed features (street lights, utility poles, trees, fire hydrants, signs posts, etc).
- Locations of curbs, sidewalks, or existing culverts.
Prior to access approval being granted, the Subdivision and Infrastructure division will contact the applicant to arrange for a site meeting. Applicable fees will be determined at the time of inspection.
Road Right of Ways
When a new proposed subdivision or development is within the right of way of a City road, a Permit to Construct Works application must be completed. Contact the Roads and Transportation Department for more information.
