Works and events within the municipal road dedication
A permit under the City of Prince George Highways Bylaw is required for any works or events occurring within the road dedication.
Permit applications and forms
Highway Right-of-Way Occupancy Permit Application
Works or Events that only require the occupancy of the road dedication, including roadway, sidewalk or boulevard, for the placement of equipment, materials or traffic control require a Highway Right-of-Way Occupancy Permit.
Fees and payment
- Application fee - $50
- Administration fee - $100
- Inspection fee - $100
- Security deposit - Variable
An invoice will be issued for the applicable fees and charges. This is payable online and requires the permit number.
Certificate of Insurance
With an application, the Applicant must provide a copy of their Certificate of Insurance with General Liability Insurance in the amount of $5 million, listing the City of Prince George as additional insured.
Traffic Management Plan
Works or events that disrupt traffic (vehicles, cyclists, or pedestrians) will require the submission of a Traffic Management Plan (TMP) appropriate for the scope of the work or event, in accordance with WorksafeBC and the Provincial Traffic Management Manual (TMM).
Guidelines for preparing a TMP and a category assessment can be found under Section 3 of the TMM. Category 3 TMPs must be completed, signed and sealed by a Professional Engineer.
A Traffic Management Plan includes up to four sub-plans, depending on the scope of the work/event and the category assessment.

Notice of Traffic Disruption
Once a permit has been issued, and at least two weekdays before each traffic disruption is implemented, a Notice of Traffic Disruption Form must be completed and submitted for each disrupted roadway (includes roadways, sidewalks, bikeways, alleys, etc.)
Work on Highway Right-of-Way Permit Application
Works involving excavation or infrastructure changes within the road dedication, including roadway, sidewalk or boulevard require a Work on Highway Right-of-Way Permit.
Associated fees

Extraordinary Vehicle Permit Application
An Extraordinary Vehicle Permit allows you to drive an oversize and/or overweight vehicle on the City of Prince George municipal roadways.
The Extraordinary Vehicle Permit Application can also be used to apply for an exemption to permanent and seasonal Load Restrictions. Exemptions will only be given for non-reducible loads.
Requirements
- Apply for permits at least five weekdays in advance of your trip.
- Carry the permit in the vehicle when driving on City streets, so it can be shown to an enforcement officer for inspection if requested.
Permit types and duration
Oversize and/or Overweight Permits are issued per truck, and can be granted for a single trip, or for a term up to one year.
Timelines
The application timeline varies depending on the complexity of your trip and size of load.
- A simple single-trip permit can take up to two weekdays to assess and issue.
- A permit for a complex or very large load could take one to two weeks to review.
Other permit requirements
- You may need to reserve parking spaces, submit a route analysis, or submit a traffic management plan for particularly large loads.
- You may also need approvals from utility companies or other City department with infrastructure that can be affected by the large load.

Special Events & Parade Permit Application
The Special Events & Parade Permit Application is used for complex special events that include multiple venues and impact several City departments. The application allows you to easily and quickly request use of road dedication, park space, civic facilities, noise permits, etc. all in one application.
Once the application and any supporting documents are received, we will have a meeting with the event organizer(s) and any potential departments/divisions that will be impacted. This allows us to review the entire event and ensure you are receiving all the services required in a timely and efficient manner.
Alternatively, for events that occur solely on road dedication, you can use the Highway Right of Way Occupancy Permit Application.

Please note, the Notice of Traffic Disruption Form is not a permit application. It is a notification process. You must apply for Highway Right-of-Way Occupancy or Work on Highway Right-of-Way Permit first.
A Notice of Traffic Disruption is required for all works/activities within a road dedication, where traffic control is required in accordance with the latest Provincial Traffic Management Manual for Work on Roadways, and the current requirements of WorkSafe BC.
