Here are some highlights from the June 9, 2025, City Council meeting. For more information – including the full agenda listing – read the Regular Council Meeting Agenda and its attachments.

Police support services

Council received a report from administration providing an update on conversations that have recently occurred at the Standing Committee on Public Safety regarding the Citizens on Patrol and Block Watch programs.

The report outlines various opportunities that have been identified to promote both the Citizens on Patrol and the Block Watch programs including things like dedicated webpages, posters and brochures and active recruitment campaigns. 

Public notices notice of motion

Council discussed a notice of motion that was brought forward with an aim to reinstate public notices being printed in the Citizen newspaper. 

The only motions that were passed by Council directed staff to return a report by the fall of 2026 showing advertising expenditures by platform, and to deprioritize advertising on American platforms like Meta and prioritize advertising on local media.

In 2022 Council voted to use Facebook and the City’s website as the main means of publishing public notices. The issue was debated again in August 2023 when another notice of motion was put forward to amend the public notice bylaw. 

UBCM resolutions endorsed

Council endorsed a resolution to the Union of BC Municipalities (UBCM) that asks the Province to finalize agreements with BC municipalities and include compensation to local governments providing emergency medical services and pre-hospital care through fire and rescue services for related costs. 

The report explains that at the May 6, 2025 Standing Committee on Intergovernmental Affairs meeting, the Committee considered a report from the Chair titled “BC Ambulance Service” and moved to submit a resolution to UBCM calling on the Province of British Columbia to increase funding, staffing, and resources for BCEHS (BC Ambulance Service), to ensure the Province fulfills its responsibilities for emergency healthcare delivery and reduces reliance on municipal first responders. 

A second resolution was also endorsed, asking that UBCM petition the Province to declare gender-based violence, intimate partner violence, and human trafficking an epidemic in British Columbia and update BC’s Action Plan to Combat Human Trafficking

The deadline to submit resolutions to the UBCM is June 15.

Caledonia Nordic ski club request

Council approved spending $1100 from its council contingency fund to support a request from the Caledonia Nordic Ski Club to sweep their newly constructed paved trail network.

At the May 26 council meeting, correspondence from Caledonia Nordic Ski Club was received where they requested in-kind temporary support from the City to sweep their new paved trail network on Otway Road.

This request is on a short-term basis until the club can secure equipment of its own.

Changes to October council meeting dates

Following a proposal from administration, Council approved amending the 2025 council calendar by adding a Committee of the Whole meeting on October 14 for the purpose of grant discussions; and moving the October 22 regular council meeting to October 20, 2025.
