Here are some highlights from the October 5, 2026, City Council meeting. For more information, including the full agenda listing, read the Regular Council Meeting Agenda and its attachments. 

Parking at Harry Loder Park 

Council approved increasing parking at Harry Loder Park by adding 24 new angled parking stalls adjacent to the hard surface court. 

This project, which was one of two options presented to council for consideration, is estimated to cost $90,000 including lighting, signage and fencing.  

Back in May, Council brought forward a Notice of Motion to Direct administration to undertake planning and design, with cost estimates, for consideration as part of the 2027 Financial Plan and Capital Plan budget deliberations. The motion considers and identifies the need for accessible and additional parking to support the park user groups and to provide for additional capacity and safe access to parking for senior tenants and visitors, to the existing Seniors Centre at Rainbow Lodge. 

Capital project update 

Staff presented Council with a six-month update on significant capital projects. The report informs Council of the City’s capital budget and performance for significant projects over $1 million and currently indicates total capital expenditures are below the total approved budget allocation. 

The report includes status information on major, debt and endowment-funded initiatives and covers active works for capital projects. Attached with the staff report is a 2026 project list that details, amongst other things: 

  • Project budget health and amendments 
  • Schedule health 
  • Forecasted completion dates 
  • Initial approval year 
  • Budgeted cost compared to actual cost 
  • Project update comments 

Notable projects completed or underway so far in 2026: 

  • Aquatic Centre renovation  
  • Demolition of the former Knights Inn 
  • Elksentre refrigeration upgrades 
  • Two Rivers Art Gallery HVAC renewal 
  • Southridge Watermain replacement 
  • Library skylight renewal 

Of the 54 projects listed, six are listed as under budget, three are listed as under review and the remainder are on plan. Seven projects are listed as behind schedule. The report aims to keep council and the public informed regarding municipal spending. 

Cremation capacity and access 

Council has asked administration to return a report after reviewing current and future needs for cremation in the community, informed by local funeral service providers and cultural and faith communities.  

The report request came from a notice of motion and is expected to be returned to council by mid-2027.
