Washroom survey results

Council received the results of the downtown public washroom survey conducted earlier this year.

The survey received 1,512 responses. A slight majority of respondents (51.59%) indicated that more publicly accessible washrooms are needed downtown, while 42.99% felt additional facilities are not necessary. The remaining 5.42% were unsure.

When asked about priorities for the design and operation of a downtown public washroom, respondents identified cleanliness and maintenance (80.09%) and safety (75.66%) as the most important factors. Other commonly selected considerations included staffing and monitoring (44.31%), year-round access (40.15%), and cost to the City (37.96%).

The report also outlined potential next steps. Council supported Option 2, directing administration to proceed with planning a preferred approach. This will include developing capital and operating cost estimates, as well as considerations such as installation, maintenance, monitoring, location, and lifecycle. The proposal will be brought back to Council for consideration as part of the 2027 capital budget cycle.

UBCM resolution on homeowner grant changes

Council approved submitting a resolution to the Union of BC Municipalities (UBCM) to strongly urge the Provincial government to explain and reverse the decision to reduce the Northern-Rural Homeowners grant.

The report explained that the homeowner grant for northern and rural areas, including Prince George residents, has previously been $770 per property but from 2027 onwards this amount will be reduced by $200 and be $570. 

Local governments may submit council or board endorsed resolutions directly to UBCM prior to June 15. The UBCM convention is taking place in September. 

Grant application supported for evacuation route planning

Council supported administration submitting a grant application to the Union of British Columbia Municipalities (UBCM) Community Emergency Preparedness Fund –Public Notification and Evacuation Route Planning for $40,000 to support the finalization of the City’s Evacuation Response Plan. The report explained that the Emergency Programs division is currently working to update the existing draft Evacuation Response Plan (developed in 2018) to align with the Emergency Disaster Management Act and associated regulations, with the end goal being a finalized Evacuation Response Plan.
