Permissive tax exemptions
Council approved revisions to the Permissive Tax Exemption Policy to take effect in the 2028 budget year. The proposed changes were first presented at the Standing Committee on Finance and Audit meeting in May, where the committee heard that the existing policy lacked clarity regarding the organizations and properties eligible for permissive tax exemptions. The updated policy provides clearer direction for adjudicating applications. For example, it now states that applications will not be considered for organizations operating on a property that is under construction without an occupancy permit or on land held for future development.
Ongoing nuisance abatement files
For the first time since the Nuisance Abatement and Cost Recovery Bylaw was established in 2018, Council acknowledged satisfaction with four active nuisance abatement orders in the city. Council heard that administration is satisfied that the nuisance activities have been resolved as most properties have not received a bylaw complaint in several years. As a result, the orders from 7003 Adam Drive, 389 Nicholson Street, 1105 Vancouver Street, and 4235 Quentin Avenue have been removed.
Amendment to smoke and vape free places bylaw
Council approved the first three readings of amendments to the Smoke and Vape Free Places Bylaw to allow smoking and vaping for theatrical, cinematic, or other artistic performances, subject to prior written approval by the City of Prince George. Groups may apply for a bylaw exemption to allow nicotine-free smoking or vaping as part of a performance if a safety plan is provided. Council heard that updating the bylaw supports local arts by enabling authentic performances and provides a clear administrative process moving forward.
