Here are some highlights from the May 26, 2025, City Council meeting. For more information – including the full agenda listing – read the Regular Council Meeting Agenda and its attachments.

Results of AAP shared

Council received a report from administration outlining the results of three Alternative Approval Processes (AAP) that were held over April and May. 

The AAP was held to seek approval for borrowing $11.4 million for three capital projects. 

At the February 3 meeting, Council approved using the AAP to finance these projects, which were included in the Five-Year (2025–2029) Capital Financial Plan:

  • Equipment Financing – $5.49 million
  • Stormwater System Renewal – $2.62 million
  • Civic Centre Building Automation System & Chiller Renewal – $3.26 million

The AAP allows eligible voters to submit response forms opposing the proposal. If 10 per cent or more of eligible voters (5,629 for Prince George) submit forms, a full referendum is required. The total number of elector response forms received for this round of AAP was 22 for the equipment financing, 14 for the stormwater system renewal and 20 for the Civic Centre Building Automation System & Chiller Renewal. With the borrowing approved, council granted final reading and adoption to the three associated bylaws. 

Operating agreement for Prince George Transit System

Council approved the first three readings of the bylaw for the Annual Operating Agreement between BC Transit and the City of Prince George for continued operations of the Prince George Transit System.

Transit in Prince George is funded and operated through an agreement between the City and BC Transit, known as the Annual Operating Agreement (AOA). Each year, the AOA must come before Council for approval prior to going into effect. The AOA encompasses all costs associated with operating the transit system in Prince George.

The report to council show the budgeted costs for the City for providing the service for 2025-2026 fiscal years is $5.55 million. 

CN Centre 30th anniversary celebration progressing

Council approved three recommendations that were included on a notice of motion on the CN Centre’s 30th anniversary celebrations.

Council has directed a report be returned outlining a plan for a fun, financially accessible, safe, and community-oriented public event as part of the CN Centre’s 30th Anniversary celebration, to be held around September 30, 2025.

Council has directed administration explore funding partnership opportunities, as well as expressed intent to utilize the council contingency 

April building permit summary

Council received a building permit and development permit summary for April with 35 permits issued for the month. The report includes all residential, commercial, industrial, and institutional permits, and the estimated total construction value of each development.

The April total is made up of seven commercial/industrial permits and 28 residential permits, worth a combined total of $121.1 million. This is due to an institutional permit of 200 units valued at $108.6 million in this month’s report. 

The year-to-date total as at the end of April is 109 permits worth a combined $143.3 million. The year-to-date total for the previous year 2024 was 125 permits totaling $98.5 million.
